With the rapid development of the economy in recent years, various accidentsoccurred frequently, including some major accidents which caused serious loss of lifeand property. According to the analysis, major accidents are due to illegal operation andcommand. However, the lack of emergency rescue measurements leads to much moreworse consequences and negative social effect. The emergency occurrence of majoraccidents rescue involved social and government departments and complex handlingskills, which can’t be solved by single government functional departments. Then aunified leadership and action commanding is needed to mobilize and coordinate varioussocial and government departments. Therefore it is significant to establish an advancedand efficient major hazards monitoring and accident emergency rescue informationsystem.Based on consulting a large number of rescue management information systemsand related literatures at home and abroad, we designed and implemented the majorhazards monitoring and accident emergency rescue information system in this paper. Ithas three main contributions as follows:1. Analyzes the various hidden dangers in the process of production safety, andemergency preplan text in the process of execution of the various deficiencies, we putforward to establish monitoring and accident emergency rescue information system ofmajor hazard installation design, and prototype design of the system.2. The comprehensive research and analysis the major hazards monitoring andaccident emergency rescue information system overall design and the function of eachmodule. The system mainly includes the comprehensive database system, majorproduction safety hazards dynamic supervision system, real-time monitoring and earlywarning system for major hazards, production safety accident emergency rescueinformation system.3. Based on the research of workflow technology and combined with the actualneeds of safety production management in company, we designed and implemented themajor hazards monitoring and accident emergency rescue information system based onthe combination of B/S and C/S structure. The system adopts the object-orientedlanguages and MVC architecture design principle, using the JAVA language, employing the JSP technology and support remote asynchronous call AJAX technologyin the client layer, whereas the server layer uses the Buffalo Servlet+Hibernate, Asfor data layer,we choose Oracle10g database, established major hazards informationcenter in the hidden trouble monitoring center.
