Major hazards supervision system is one of the important division of security produces intendance and administration system which in National security information system. Its role in the security produces intendance system is controlling and giving supervision for major hazards. The purpose of controlling Major hazards is not only for preventing major hazards from happening but also can restrict to minimum degree or degree who can accept it when the accident happens. Major hazards always relate to tinder explosive toxicant and use, produce, process, and store up these substances having exceeded critical quantity within certain range. Because of the complexity of the industry producing, especially the complexity of the chemical industry, we need to adopt system engineering theory in controlling major hazards. The purpose of the Major hazards supervision is not only for preventing major hazards from happening but also can restrict to minimum degree when the accident happens. Because of the complexity of the industry producing, it needs system engineering theory, and to build up an entire and effective system.This paper has introduced the necessity of the design of the major hazards supervision system, on the premise of new major hazards intendance regulations which were put forward by the State Administration of Work Safety, and through analyzing the new business requirements in detail, based on the framework of J2EE,UML(Unified Modeling Language),Power Designer modeling tool and other related technology in order to complete the design and implement of the major hazards supervision system.The paper analyzed the census registration of the tank in the major hazards of enterprises, collected the relative data, established the database of major hazards, put up design in the whole system function according to the needs put forward by State Administration of Work Safety, mostly including the basic information maintenance of the hazards, hazards auditing ,monitoring and other functional modules.At present, major hazards supervision system has definitude requirements, adopt new frame, make the operation easier, raise working efficiency, and make an offer of a effective flat for governments at all levels in the supervision of major hazards.
