| With the development of China’s urbanization process accelerated, the importance of thepublic safety system has grown increasingly apparent. Snowstorm, Wenchuan earthquake anda series of public emergencies occur, which sent a challenge to the government on thedisposal of the emergency public hazards. The emergency command system which caneffectively ensure the public security is entered into the industry’s major period ofdevelopment.The governments have their own requirements on their emergency commands andmanagements, and the relevant emergency command systems have higher requirements,which mainly manifested in the following aspects: Alarming events timeliness, planmanagement node and the task of configurability, the diversity of resource allocation, theflexibility of event treatment process, and the traceability of cases. These problems areurgently needed to be solved in the system.Based on the above-mentioned problems, this paper comprehensively analyzed thebusiness needs of the emergency command, the functional requirements and technicalfeasibility. It adopts the object-oriented approach to the development and design of the system,with the development framework of mature SSH (Struts+Spring+Hibernate) to implementthe emergency command system.In the emergency command management system implemented in this paper, there aren’tany idle officers when in response to alarm events or waiting for events. In plan management,based on plan template, it can modify the plan nodes and tasks, and configure task resourcesflexibly. In events treatment, it can be flexible on plan adjustments, in terms of taskassignment, progress, tracking and feedback. In resource management, it can exploitmultimode to achieve the resources maintenance and management, bulk import and form fill,etc. In case management, it can be trace back to the cases, found the deficiencies in thedisposal process, improve the plan, solve the problems raised by the users completely, whichhave been successfully applied. |
