The paper mainly discusses the design and implementation of Qinghai Geological Hazards Management Information System(QHGHMIS) based on GIS. It has a unique geographical and climatic environment and natural geological hazards widely distributed, endangering large. The total has happened 300 paroxysmal geological hazards, including of earthquake, mine subsidence flow, landslip, coast and mudslides in Qinghai Province since 1990. It caused a direct economic loss of 797 million yuan. Management, prevention and cure and early-warning forecast became one of main tasks. Meanwhile, in order to effectively use the results which is geological hazards investigation and division for country(city), getting rid of management way that is used to manage a great deal information of geological hazards to use artificial management of archives for long time. It has becomes an urgent need for establishing Qinghai Geological Hazards Management Information System at present.WebGIS is a combined product of Web technology and GIS technology, with effective management, analysis and search function of a large amount of data, interactive operation and data sharing. Its basic concept mainly lies in the availability on the Internet, using the browser to access a geographic information system data and functional services. With it widespread used, GIS is the future major trends of the development. This paper researched the current WebGIS and network technology, the implementation of the current GIS system, and considering platform of software and hardware of Qinghai institute of Geo-Environment Monitoring, The design of this system follows the design principles of scientific, practical, regulated and open. And the QHGHMIS is user-oriented, used geological hazards database as the foundation, used MapGIS6.5 system as supported environment, implemented Web Services of it's basic function, the integrated B/S and C/S mode WebGIS application model and an environment of multi-user network access based on the single Security Dog version of MapGIS using Web Services technology, provided network services to the graphics functions, which enables users to use a single Security Dog to gain functions of the network version of MapGIS (Multi-user access). It has the function of the hazards information's input, storage, retrieval, inquire, revising and updating, the function of information visualization, the function of GIS, the function of data statistics, and the function of daily management, etc.This paper designed the distributed WebGIS system base on Web Services in theory, and according to requirement of Qinghai institute of Geo-Environment Monitoring, established a actual system model, implemented basic functions. It mainly discussed and researched technologic detail among implementing system, provided experience and technology to consult for establishing the distributed WebGIS system base on Web Services. This paper indicated that it could content requirement of the distributed WebGIS base on Web Services's middleware technology, and this architecture is very well in expansibility, it has broad application prospects.
