With the fast development of economy, the expansion of the road network has been strongly supported by the Chinese Government in recent years. And the management of highways has been improved gradually. However, the management and maintenance of roads in remote areas is still relatively backward, the main method is manual inspections, which costs a lot of manpower and resources. What's more, it's inefficient and can not manage the roads well.In recent years, video surveillance technology has made great progress. By setting cameras in the slopes, tunnels, bridges and other places where the road hazards are more likely to occur, transferring images taken by cameras to the monitoring center by wireless transmission technology, the monitoring center then deals with images and gets the latest situation of the roads in remote areas. Using image processing techniques, we could analysis the data and forecast the places where a disaster may occur, so that the maintenance personnel could do something to avoid the disaster or reduce losses. In summary, video surveillance technology could help us to make a better decision in maintaining the roads.This paper introduces a system, which aims at providing effective management of the images and information associated with the road hazards. This paper will describe needs analysis, database design, and server design and so on in detail. In the requirements phase, we get the functional and non-functional requirements of the system. This paper describes the storage model in database of data of roads and roads hazards. By comparing the performance of methods of storing images in database and methods of file system, this paper designs a strategy to storage massive images and meets the needs of the system. The server designed in this paper has a relatively high reliability. Use of ACE middleware technology, which is platform-independent, makes the implementation of the server easier. In implementing the server, we use message distribution mechanism, so that the system has very good scalability and flexibility. What's more, when we want to add a new function to the system, we do not need to stop the server or make a large change to the server, we just need changing the configuration of the server.
