| The chemical industry in Hebei Province has taken many measures to avoid accidents caused by employee’s contact with toxic substances, such as internal staff wearing isolating cloths when carrying out dangerous operations. Although this measure brought some success, reduced the probability of accidents, and protected people after the accident, once the explosion happens, it is inevitable to void the staff casualties and equipment loss. So we design and implement the major hazard monitoring system for chemical industry in Hebei Province.The system uses Java language, MVC model development model and SSH framework, namely Struts + Spring + Hibernate, to develop. Struts provides ActionForm and JavaBean, responsible for packaging entity and requests, and provides a rich tag library to show the interface, which support View portion of the MVC pattern. In addition, Struts’ core controllers and business logic controllers are responsible for intercepting page requests and invoking logic handling page requests. Spring provides IOC technical, loads the object depended by other objects in the form of configuration file, reducing dependencies between modules. Hibernate provides data persistence mechanism, shielding the differences underlying database query language, and it can improve the compatibility of this platform. Database design uses SQL Server 2014 as the data platform.System includes six functions, including systems management, consolidated supervision, accident management, law enforcement, emergency rescue and corporate information maintenance. System management includes industry data maintenance and GIS introduction. Consolidated supervision includes production safety status supervision, enterprise security inspection, accidents risk management, risk analysis and early warning, work safety supervision. Accident management includes accident and incident information management and newsletter management. Law enforcement includes on-site inspection and enforcement case management. Emergency rescue management includes duty emergency rescue system management, accident effects analysis, accident emergency warning information release, emergency assessment, contingency plans management, emergency drills, emergency resources allocation, equipment maintenance. Corporate information maintenance includes corporate safe production status information maintenance, enterprise security inspection maintenance, major hazards management, risk management, emergency supplies management.System’s putting into use will provide monitoring and processing for hazardous and harmful factors in production generated process, to ensure production safety. The system could reduce the risk through monitoring and warning the accidents risk and toxic dangerous goods, and by emergency assessment, emergency drills, emergency allocation of resources to develop a series of emergency measures can effectively reduce the loss when accident occurred. |
