Recent years, advanced information systems, such as OAS, multiple projectsmanagement system, MRP system, PDM system, ERP system, etc, have been deployed inthe aero engine industry, so the Quality Management Information System constructionbecame necessary. Because the information within the system is highly classified, QMIS isdifference from the above mentioned information systems; it could not be outsourced viacommercial company, and no success deployment within the industry so far. ShenyangEngine Design and Research Institute successfully developed QMIS in a cooperative manner,and the deployment is the first successful case in aero engine industry. To build arequirement oriented, fully functional information system with smooth process flow, initialoverall planning and designing, rational development scheme and work breakdown,implementation of quality and risk management, are the keys to success.Based on the analysis of the current status of quality management and the existingproblems, this paper studied how to plan, organize and implement quality managementinformation system which fully met the requirement of the institute and suited to its ownquality management characteristics, so as to provide a reference for other organizationswithin the industry.Firstly, this paper introduced the background, the significance of the establishment ofquality management information system, and then discussed the related concept of qualitymanagement and information systems, so as to provide the theoretical basis for the overallproject design and function module design of QMIS. The third chapter of this paperthoroughly analyzed the status and existing problems of the quality management of theinstitute, described the necessity and feasibility of the QMIS. During the following planningphase, development mode, goal and principle of the information system were analyzed anddetermined, planning of the organization and management, construction plan and risk controlscheme was also implemented, and the overall scheme of the system determined.In order to ensure the QMIS meet specific functional requirements,the fifth chapter ofthis paper, implementation of system construction, elaborated the functional design of eachmodule in the system, which is the key to ensure the system meet actual needs of ourinstitute. Using the information management module of the QMIS as an example, thischapter also described the implementation of the process identification, interface andfunction design in the detail design phase. At the end of the chapter, testing, acceptance andevaluation of management system were introduced. Finally, the paper summarizes the shortcomings of existing systems, and prospects thefuture extension of the system.
