In the era of “We Media”, microblogging opinion has become a new horizon ofsocial public opinion, social influence is enhanced with the increment in the numberof users of the microblogging. How to adapt to the new environment, and guide thehealthy development of microblogging opinion, has become a new topic that all levelsof government must face in sight of social management. In the first summit forum onthe government microblogging and social management innovation,the guests whichparticipate in the meeting accomplish a general consensus, they believe thatmicroblogging is an excellent platform for social management innovation, therefore,guide of microblogging opinion has become a new way to innovative socialmanagement. Therefore, this paper that researches on microblogging opinion to guidein perspective of social management innovation has some innovative, which hasimportant guiding significance for improving the management level of the real orvirtual social and innovativing management concepts.In the process of social management innovation, microblogging turns into thesecond largest public opinion source after news reports, microblogging opinion tolead social opinion constantly, and burst into a huge influence, it has be the mianforce in the field of public opinion. The guide of microblogging opinion brings newchallenges to social management, such as raising standards on timeliness of responseto public opinion, increasing the difficulty of grasping and judging force to publicopinion trend, improving requires on strategic to defuse public opinion crisis. Ifcorrectly guide microblogging opinion, it will play an active role in socialmanagement innovation, can ensure smoothness on expression of public opinion andpromote effectiveness on resolving the contradictions, not only can build aharmonious society.Today, the emphasis of microblogging opinion to guide as the field of socialmanagement is self-evident. Based on the status quo of microblogging opinion toguide as the sight of social management, this paper analysis the existing problems onguiding microblogging and its causes, to open new ideas for optimizating tacticsabout microblogging public opinion to guide and improving social management. Atpresent, the government functions, the mainstream media, microblogging operators,social organizations and opinion leaders constitute the microblogging public opinionguiding main system in China’s social management process. Four types coexist: government leading, mainstream media participating, the other organizationscoorperating and universal autonomy. As a newborn way, the developing road istortuous, because of the interest game among the plural host of guiding microbloggingopinion, the absence of "gatekeeper" in the microblogging opinion boot mode, and thebiased agenda-setting has a negative effect on microblogging opinion-oriented, theguide of microblogging public opinion is inevitable to exist problems of cooperationof the public opinion, the weak microblogging guiding mode of interaction, and thelow effectiveness of the content. Therefore, this article attempts to optimize theguiding strategy and social management level through strengthing the cohesion of thehost of guiding microblogging opinion, improving the influence of the mode ofguiding microblogging opinion, and increasing infectious the content of guidingmicroblogging opinion.
