As an important part of the national basic information resources, meteorological data is not only closely related with people’s lives, but also plays an irreplaceable role in the fields of national macro decision-making, the development of the national economy, and security protection of national defense, etc. Therefore, it has become a focus of national information construction to take advantage of modern information technology to implement the scientific management of meteorological data and realize the data sharing. The meta-data technology records data content, quality, and other information. It allows data producers to record data completely and ensures that the data availability will not be lost with the passage of time, so it has played an increasingly important role in the design of data exchange and sharing system.Based on meta-data technology, meteorological data center system provides users with meteorological data sharing service and has a very important significance on the reduction of duplication of efforts and costs and acceleration of the construction of meteorological information by using the existing data resources. The main works of this thesis are as follows:First, in the research on the basis of a number of related literature of meteorological data sharing technology, and carefully studying the development status of domestic and international meteorological data sharing system, pointed out that the implementation of meteorological data sharing is an important part of our information infrastructure, explicitly choice the currently mainstream technology for meteorological data sharing-Metadata Technology;Second, explores the concept, nature, characteristics, classification and other characteristics of meteorological data, detailed analysis meta-data technology, Web Services technology, XML technology and other related technologies required for the construction of meteorological data center system, and selecting the data sharing based on meta-data management as the system solution;Third, based on researching building models and the main content of meteorologica metadata, analyzing and studying the extension mechanism of meta-data, posing the method, content and process of the implementation of meta-data expansion, discussing the storage method of meteorological meta-data; contrast meteorological metadata storage strategy, determine the design and implementation ideas of meteorological metabase, and completed the design and implementation of a shared database;Fourth, to meet the needs of the project, the meteorological data center system based on B/S structure is designed and developed by using ASP.NET technology with combination of meteorological meta-data features,and in practical applications has been verified.According to the MVC pattern, this article builds the meteorological data center systems based on meta-data technology with the hierarchical idea. It can be provided to different users for browsing, searching and downloading, showing higher portability and scalability, which is helpful to promote the development of the meteorological data sharing construction.
