Meteorological data is characterized by various sources, various forms, multi-temporal and so on, although a large number of Meteorological data has been accumulated as a valuable asset by Meteorological departments at all levels, the scientific value of the meteorological data can not bring into play because of the inefficient use and the lag management of the data. Therefore, it is significant to establish the meteorological scientific data sharing platform and take full advantage of modern information technology to realize the data sharing. Internal and external research is active in the area of metadata research. In the field of data organization, the metadata interoperability is still primarily realized by semantic interoperability and the structure and syntax interoperability; for the data network service, technologies try to use the grid technology or Web service technology to realize the simple prototype-sharing platform and the technology of the service.Starting from the Present situation and the existing problems and combined with the requirement of the meteorological scientific data sharing, the current advanced technology of meteorological data sharing has been analyzed in this paper, and the project of "Meteorological Data Sharing Center - Guangxi meteorological data resources construction and Sharing Services " is available as an opportunity to study and design the data platform of distributive -provincial meteorological scientific sharing basing on metadata.This thesis describes the concept of meteorological scientific data sharing, according to the user's requirement of meteorological science and data sharing, the concept, nature, characteristics and classify of scientific data have been used as entry points to make the meta data as the composed of meteorological data; XML technology basing on metadata description mechanism and Web Service technology which is able to solve the distributed and complex network in the isomerism environment are available to study the contents such as the reason, principle and method of the expansion of meteorological metadata., and a method of extended implementation has been found under the understanding of the basic concepts of meta data. .According to the analyzes of the meteorological data classification and characteristics, a mixed model management which is composed by online storage, file system and commercial database and a storage strategy of Redundant data storage have been used to design and develop two platforms, one of which is Guangxi Provincial Meteorological scientific data sharing platform which is characterize by extensible and configurable, while the other is Metadata-based meteorological data sharing management and query platform, and both of them are available to enrich the connotation of meteorological data of our country and Lay the foundation for effective sharing scientific data in meteorological field.
