Infomatization is one of the most important method to drive the society development. With the rapid development of economy and the improvement of people's livingstandard, the status of information resources is increasing day to day. And the flow of information is more concerned, especially the meteorological information related closely to basic necessities of life has become an indispensable part of people's lives. Since the increasingly thinking much of science data sharing and the urgent need of meteorological data sharing, how to share more meteorological data resource in wider domain is of great significance for the strategy of infomatization,which can provide a quick query and mutual platform to save the current application system and resource reasonably and reduce the cost of system integration for a second time.Metadata is making an important effect on the data exchange, information search in Web and sharing system design. It helps users to understand the level and quality of data sources. It also can be used to judge the credibility and the scope of application data and provide a convenient means of data search. At present, the application of meteorological information is empty of the illumination and support of metadata. It is necessary for sharing meteorological information to establish metadata system. The up-to-date development of metadata and metadata standards is introduced concisely. The WMO core metadata standard and the establish principle, gist and content of our metadata standard are emphasized.The largely dispersive and different forms of data have resulted in more and more difficulties to the modern meteorological data processing. While XML has become the de facto standard for data representation and exchange for Web applications, such as digital library, Web service, and electronic business。As the next generation of internet language, XML retains the major advantage of extensible, structure and data confirmation of SGML, which flexibility allows to express a variety of information that is self-described. And XML, is a language that platform independent, a cross-platform features, which provides the platform that exchange data between different data. The application of XML is even much broader. The article introduced XML related knowledge, Combined the meteorological share to point out an applied direction also.Thinking about the inherent characteristics of meteorological information, The system described in this article uses metadata to implement the function of meteorological data dissemination system.After researching the technology of metadata and XML,this article analyses the establishment of meteorological metadata standard and the mostly content and management of the meteorological metadata. Based on the layout and developing practice of "Shandong Meteorological Science Data Sharing Platform Project", the blue print and implement of metadata issuing system for the Shandong Meteorological Data Service Network are expounded in detail.
