Massive scientific data produced and accumulated by the meteorological department, can not be shared and used efficiently. It has restricted the advancement of scientific innovation and socio-economic development. In order to achieve high efficiency & safe issuance of the meteorological data sharing information on the Internet, provide timely, stabilized, safe and reliable meteorological basic data service for the commonweal user in various domains, simultaneously support high quality application of the classified inquiry, the multidimensional retrieval and so on, we need a kind of convenient and effective method to realize the scientific data sharing management, thereby realizing the socio-economic benefit of meteorology scientific data and the huge scientific value which it contains.The Shanghai meteorological data resources construction and sharing system takes the Shanghai meteorological data sets as the basic data, uses the commercial database as the platform, develops an user-level access and metadata-based navigation Internet website, to provide users with registration, data retrieval, download, statistics, user management and other services.This article is precisely in view of the above questions, to construct the unified sharing service window on the foundation of related department service platform, in order to provide meteorological scientific data sharing service for various users. For the realization of sharing, in accordance with the project proposed the distributed shared systems framework and website, built website sharing platform; Establish the fixed time, the daily, the ten-day, the monthly and the yearly ground information data of all the stations; according to the project database design frame and metadata standard, establish the database system, and the real-time data supplement procedure; establishes the real-time data supplement operation process, optimizes the database structure, raises the data accessing efficiency. Through the installment unified metadata management system and the user authentication system, carries out the unified data sharing grading standards, realize the network online and off-line style, provide the data sharing service to the society. Carrying out meteorological scientific data sharing service, breaks the old concept, sets up the idea of that the meteorological scientific data is the national resources, should provide the sharing service for the society. The data only shows its value when used, the completion of Shanghai meteorological data resources construction and sharing system, will provide society especially the scientific research educator with massive commonweal sharing service, hopefully form standard and ordered data sharing atmosphere, not only make the data manager know the significance of data sharing, but also let the data user realize the data open and sharing brings them convenience.
