The project schedule control management applied in foreign countries for decades.In the domestic project management although have been applied and development.But schedule management as the core content of project managementis less, most of the small space in the project management. This paper introduced the progress management in the project of literature resources sharing of university unions in Huaian district; the project has the feather of with many participants, each participant with its own approach to progress management, levels of progress management various considerably, and lack of standard strategy for progress management, so this paper focused on both the establish and the control of the project schedule, aimed at the problems in the construction of the literature resources sharing of university unions in Huaian district, by the progress management study, in order to find out the problems and the solutions during the implementation progress, and to find out the program of progress management so as to accomplish the project within the given time.Based on theory with practice, subject of project management and the project plan and control were adopted as methods of research, literature retrieval, logic reasoning and systematic analysis were applied to the study of progress management in the project of literature resources sharing of university unions. The task of the project overall cumbersome, with limited funds and personnel differences.There are many uncertain factors,not only to ensure the quality of the completion of the project,but also to take into account the cost and schedule requirements.This study is the project management theory and sharing a practical application of project construction in the resources, in order to provide experiences for the professions who are engaged in correlative project construction.
