The Electronic document exchange system can handle administration departmentaldaily routine by information technology. This paper aims at implementing an Electronicdocument exchange system which can meet the administration department need, andimprove the efficiency of staffs..Aimed at the problems existing in the process of applying Electronic documentexchange system, this article firstly analyses current researching and applying situationof Electronic document exchange system home and abroad. Then, through analyzing theadministrative departments need, the thesis makes out a design to Electronic documentexchange system. Thirdly, According to the method of software engineering, this articlerealizes the Electronic document exchange system. And finally, The Application effectshow that the scheme is feasible and available.(1)Based on the analyses of Wujiang City Education Bureau need, the thesisprovides a design scheme for Electronic document exchange system, and according tomodular design ideals, the system can be divided into document flow module,transaction notification module, personal affairs management, document query moduleand system management module. And the performance requirements are certained.(2)The thesis designs the key functions in detail based on requirement analysis, theimplements the Electronic document exchange system by using the method of softwareproject management and SSH Framework. Then the thesis completes database design byE–R model and logic model. At last, In order to improve the safety and reliability ofdata, the thesis carries out safety design.(3)The thesis implements the system function based on system design, andcompletes system testing.by functional testing and performance testing. Then the thesisperfect the system based on the test results.This thesis provides a full solution to the informatization construction of WujiangCity Education Bureau from need-analysis, designing, applying, and testing. And thesystem has been applied to Wujiang City Education Bureau, through the analysis ofapplication and system to the practical results, verify the feasibility and practicability ofthe Electronic document exchange system, the system can be applied to EducationBureau to deal with daily routine. And this method has practical experiences and guiding significance for the other Education Bureau.
