With the global information-oriented process and the coming of the knowledge-based economic times, it is the trend to press ahead the electronic, automatic and network office administration to realize the information resource sharing. China has made E-Government construction one of the important strategies for the information orientation of the government work and the entire nation.Nevertheless, owing to the differences of the E-Government construction periods and criteria in different cities, the data sources with different structures lack effective communication to form a large number of "lonely data islands". The existing exchanging data models of e-government can hardly satisfy the public's needs to the deeper exploitation and processing of information resources. Therefore, constructing a rational information exchange model is one of the major supporting techniques to raise the application level of e-government.This paper originates from part of standard research subject—Supporting Techniques for the Standardization of E-Government, a program sponsored by the study on Hunan's E-Government (No.797 of Hunan Development, Reform and Hi-technology in2005) and mainly investigates how to apply XML technique to the data exchanges in the application supporting layer of e-government. It conducts research and discussion on the e-document exchange technique in different structures and makes model analysis and description of the frame and document structure of the e-document and the basic factors of the public document's standard combining UML technique to have built a mapping model of e-public document based on the XML which can simplify the design work of e-government system in a certain distance. Meanwhile, the data signature, transfer of format and means of transmission of XML on the plat are closely studied and an open public transmission frame with different structures and loose-coupling is designed on the basis of MOM technique of XML so as to realize the correct and effective exchanges and data transmission of e-document...
