The work-efficiency of government department should be low if them still workwith traditional model in the high-speed development of social. Especially,that provideservice to people. So, it’s out of time with the traditional work model. Sooner or later,the government would be result in fail in service. Otherwise,The processing state,schedule of condition is not very good follow up. Electronic-government hasconducted more than ten years in China, But it really join the electronic-government isfew,especially,it’s very few with useing well, after at all,it’s the building of softwareand quality is not enough.Base on the questions, combining chengdu municipal propaganda department’sactual condition, we will be introduced and put forward the solutions.At present,propaganda department of chengdu municipal have got many departments such asdepartment office,net manager center,culture manager office etc, the total is20.Between these department,the personnel management is complicated,office matter is toomany,it’s hard for staff with manual mode to finish office work by high-efficiency.andbecause people often change jobs and forget,it’s result in office matter unsuccessfulhand and carry out.So, There are plenty of reasons to build a new stable personnel andmatter management system to make it sample,high-efficiency,Low labor intensity.meanwhile, that is necessary to make staff away from complicated office work. In theprocess of building the entire system, This thesis completed the following work:1. It’s summarily introduces the current situation of government organs andstaff.Meanwhile, talk about the function and daily work of the propaganda departmenttoo.All of that is prepare to introduce personnel and matter management system.Itexpound the feasibility and necessity of personnel management system on design. andbase on the system framework functional requirement,has carried on the overallplanning and design for the system2. Basis on the finished theory of system, has carried on coding andimplementation,it improved the quality and raised the efficiency of system by functiontesting performance testing.3. The system is accepted by propaganda department, it’s well satisfied daily work.But there are few of flaw with system,such as system interface etc, Because of time and energy,the mobile-client is not provided and in place with the web pages.
