To strengthen e-government construction is the development direction ofinformation technology for our government at all levels. However, e-governmentconstruction in prefecture-level municipal government starts late, and its relatedexpenses is limited, so the need of various information systems for prefecture-levelmunicipal government is customize and unique. For prefecture-level municipalgovernment, personnel management business updates frequently, the process is tediousand has many requirements of security, as the traditional manual recording method isinefficient, low-security, so it doesn’t meet the aspirations of business development.With the rapid development of information technology, computer technology andInternet technology, personnel management business is gradually changed from laborstatistics, analysis and management into an efficient, convenient way of informationmanagement, personnel management system is developping rapidly. Therefore, in theapplication of prefecture-level municipal governmen, a proposal of design andimplementation of personnel management system which is based on e-government caneffectively save the government information technology spending, enhance theefficiency of personnel management and have great practical significance.The starting point of this paper is the development status of e-government andpersonnel management system in the world. Then it analyzes e-government constructionand existing personnel management system of Shantou municipal government,summarizes the business processes and actual demand of prefecture-level municipalgovernment personnel management, and carries out a detailed needs analysis ofprefecture-level municipal personnel management system which is based one-government. Then it brings out the overall design and detailed design which are basedon C/S structure for this system, and then it uses Qt4.3.2and SQL Sever2005inVS2005to implement this system. At last, do functional test and performance test forthis system.At present, this system is applied in Shantou municipal government. The practicalapplication shows that the performance and functions of this system meet the actual requirements, and the design has certain reference value for the development of similarsoftware.
