Research On The Government's Electronic Document Management On The Premise Of E-Government

The government's electronic document refers to the electronic record which is the government agencies in discharging their functions, processing services and daily management activities directly created, processed and preserved. It is the main record of administrative activities and important information resources of the government agencies. As China's e-government development process, the number of government's electronic document is greatly increasing and its management has been unavoidable. The emergence of government's electronic documents has triggered a record revolution, including documents and archives management. The management theory, principles, methods and models of the government's electronic documents are different from traditional paper documents, which has become a hot issue of archive science. Compared to the traditional document and archive management, the government's electronic document management is variable, has complex goal and needs a high level of technology, updates quickly. So its management has a higher demand and needs adopt new strategies under the guidance of scientific management principles. Our research on the government's electronic document management started late, many theoretical problems are also being explored, but the practice of government's electronic document management requires theoretical guidance urgently.China's e-government development process is basically synchronized with the development of informationization, expands along a main line which begins from "the internal office automation" to "electronic engineering of management department" to "the full range of government work online", and has gained a lot of important progress. With the building of e-government in-depth, the number of government's electronic document is increasing greatly. As the key tools and real records, the flow of government's electronic document is the most crucial information flow in e-government system. The government's electronic document management has become essential to the building of e-government.On the premise of e-government, the government's electronic document management which is different from traditional document and archive management, needs change its management philosophy, principles and proceedings, build a brand new management model and management system, regulate the legal constraints and enhance of the quality of personnel.Since the 1990s, domestic and foreign scholars and archival institutions concern the management problems of electronic documents both in the theory and practice, and analysis comparatively their differences with traditional document management. On the premise of e-government, the government's electronic document management is a new problem faced by archivists at information age, which needs explore from the theoretical and practical aspects. Our research on the government's electronic document management started late, many theoretical problems are also being explored. Now, our research on government's electronic document management focuses on the administrative effectiveness and legal evidence of electronic document, its custody and information security, its management principles and practices different with the paper document management.Meanwhile, we ignore the theory and practice of the government's electronic document management on the premise of e-government. The paper discusses the problems which management theory and practice innovation of government's electronic document management faced in some areas.
