With the rapid development of Information Technology, Computer Technology and Network Technology, Personnel Management Information System has replaced the traditional manual management and entered the period of application generally. At the same time, the application of Personnel Management Information System has developed gradually in the war zone on the Information Platform.Nowadays, Personnel Management Information System (PMIS) is having important influence over personnel management, and supplying with convenient and efficient serve.The development of PMIS corresponds with targets of army building in the 21 century and plays an increasing important part in army modernization. If the existing PMIS can be made good use, efficiency and ability of personnel management in war zone will be improved. Administrative function can be realized on network, after the process of simplifying, integrating and optimizing. PMIS breaks septation among departments and conditions of space and time, thus supplies itself integrated and efficient management. At the same time, PMIS should be analyzed in time, found shortage, and designed well targeted, which will not only enhance the personnel management meaningfully, but also increase the efficiency.This paper relates to practical situations in personnel management in war zone, and problems and deficiencies which were found in the period of operating extant Personnel Management Information System are analyzed and generalized seriously. A new scheme which is to optimize the extant system is also suggested in this paper, according to objective conditions and demand. The main content of this paper is as follows:1. Author expatiates the theories concerns Electronic-Government. This part introduce the development of Electronic-Government, theories about Electronic-Government, the expansion situation of personnel management which is under the condition of Electronic-Government.Then the relevant theory and knowledge about personnel management is also be introduced.2. The extant Personnel Management Information System is investigated and analyzed in detail. The extant Personnel Management Information System is analyzed and described its functions. The existing problems are also found. Then author summaries this chapter.3. The optimal design of extant system includes assignment outline, provisions of demand, software architecture design, outline design, detailed design and database design.4. Author generalizes this paper and looks ahead.
