With the development of economy and the construction of public service orientedgovernment, governments at all levels nowadays pay more attentions to the protection ofcitizens’ basic cultural rights. Along with the proposition of public cultural service, therelevant experts and scholars have done some studies on performance measurement of publiccultural service, which are just from macroscopic perspective, while the study that is specificto performance measurement of public cultural service organizations has not been carried outin depth.Currently, the research and establishment of performance measurement indicator systemfor library public cultural service is still in the initial stage, which has not formed a completeand suitable operation indicator system for comparison and evaluation of the process andquality of the library public cultural service, let alone guide and offer constructive suggestionsfor the future library public cultural service. With the continued development of publiccultural service, the establishment of performance measurement indicator system for librarypublic service is imminent. It is very necessary to establish performance measurementindicator system for library public cultural service in the national standard level.With the construction of performance measurement indicator system for library publiccultural service as the core, the purpose of this study is to provide a reference standard for theformulation of national standard. Firstly, it establishes basic performance measurementindicator system; then it filters indicators and sets up evaluations criteria and scoring methods,establishing "performance measurement indicator system for library public cultural service",which includes5first-level indicators,21secondary indicators and33third-level indicators,followed by two cases verifying and analyzing the results; finally, it offers a future outlookfor the performance measurement of public cultural service.
