General Administration of Press and Publication of the People’s Republic of Chinapublished Implementation Methods on System Reformation of Offices of Newspapersand Periodicals on July30,2012, worked out clear regulations on system reformationof offices of newspapers and periodicals, required offices of newspapers andperiodicals to turn into enterprises and develop intensively step by step. Mostenterprises and offices publishing newspapers and periodicals are only departments ofthe sponsorers actually, are independent weakly. Having turned into enterprises,independence of enterprises publishing newspapers and periodicals is increased strongly,and demand to enterprise management is also increased. At present, most enterprisespublishing newspapers and periodicals are in the stage of experience management,belonging to human management. In order to accommodate to furious marketcompetition, to increase competing ability and stability, to develop continually,enterprises publishing newspapers and periodicals are urgently to change from humanmanagement to system management. One of the important aspects of systemmanagement is performance management.Magazine company of Gas&Heat is a company publishing technical periodicalGas&Heat. The content of current performance management is only performanceassessment, furthermore, the content of performance assessment is not all-sided, themethods are not impersonal, and performance assessment is lack of indexes, therefore itis necessary to study on performance management to improve.Taking magazine company of Gas&Heat for example, system of performanceassessment indexes is established, and implementation scheme of performancemanagement is discussed. According to key parameters in the course of magazinecompany of Gas&Heat’s communicating with other organizations, referring to GB/T19580—2012Criteria for performance excellence, GB/Z19579—2012Guidelines for the criteria of performance excellence, key performance indexes inenterprise level are put forward. Owing to the small scale, KPI in enterprise level aredisassembled with position responsibility, and KPI in position level are put forwarddirectly. For KPI in position level, besides KPI aiming at results, KPI aiming atdiatheses, ability, and behavior are put forward. Using improved analytic hierarchyprocess, KPI’s share ratios are distributed. KPI’s goal values are determined by makingperformance plan, and KPI’s actual values are determined by report forms and testing.In implementation of performance management, first, correct sense aboutperformance management is to be set. The kernel meaning is: performance is not only astimulant management system, but also a systemic management system. Second,supported by information means such as group, discussion team, sharing platform ofinformation and knowledge, performance tutoring is performed in forms of onlinetraining based on process management, off-job training, self-training. Third, managersimplement performance assessment. In the end, performance feedback and performanceapplication are performed. After classification, the results of performance assessmentare applied to training, salary, promoting of technical profession, promoting of class,selecting of cadre, electing of honor titles, implementing elastic system of work and restfor staff.All-sided system of performance assessment indexes and perfect implementationscheme of performance management will play a powerful role of pushing magazinecompany of Gas&Heat develop.
