With the gradual opening up of Chinese financial market and the thorough innovation of Chinese banking industry, client manager system has become an effective way to improve competitiveness. The implementation of the client manager system will fundamentally change the original mode of operation, establishing a market-oriented and client-centric business. Furthermore, it has become a hot issue about client manager system research, which is applying information technology to achieve the bank’s management of the client manager and support the manager to maintain and develop the client relationshipFirst, this paper analyzes the significance of the implementation of a client manager system of rural cooperative banks, and points out the problems of rural cooperative banks client manager. To solve these problems, the research combines with the current assessment management system, bases on the client manager performance appraisal business model, designs the whole structure of the rural cooperative banks client manager system. The system has four layers:the communication layer, control layer, business logic layer and data manipulation layer. In addition, this system is divided into various functional modules.Then, this essay has a detailed design for various functional modules and completed the main modules of the client manager system through using object-oriented programming techniques and basing on the SQL Server2005. Comparing with similar information system, this one selects a set of KPI (key performance indicators). According to the situation of banks, they can choose the appropriate KPI indicators from the data set, input the corresponding calculation method or formula to generate the quantitative assessment report and set the relevant items and content of their qualitative assessment. In this way, the situation of clients can be reflected actually and the index selection becomes more flexible; furthermore, it is more relevant with different banks’reality. This system can build a high-quality team of client manager, regulate the operating behavior of these managers and improve the assessment management level of client manager.Finally, this paper tests the system carefully and the result shows that this system has a high practicality and security. It can satisfy the management requirement of rural cooperative bank’s client manager. Applying this system, it can encourage and restraint the client manager team, evaluate these managers’performance objectively, fairly and impartially, distribute value reasonably, develop banks’business quickly, and maximize the profit effectively.
