With the promoting and application of digital television service, it is imminent for all levels transmission network companies to demand the Digital Television Subscriber Management System (DTVMS). But, there are little commercial Management System (MS) in China. In addition, due to the indistinctness of digital television's business environment and the limitation of traffic and quantity of pay clients, MS is still in its developing stage with many immature factors. Therefore, it has become the important topic, which must be confronted in the operation and management of CATV, to establish the MS satisfying the requirements of modern management and operation.First of all, this paper analyzes the background and state-of-the-art of DTVMS. Then, the design goal and principle, framework, functional modules and user interface design are described in detail. Finally, the functions of client layer, business logic layer and data management layer are realized based on windows XP, employing SQL Server 2000 and Microsoft Visual C++ 6.0.The paper places emphasis on the design and implementation of SMS. The keys of this paper show as follows:1.The three-tier framework and distributed application of SMS are realized, combining C/S architecture and middleware technology. By the application server of MS, CATV operators can access the database server to independently manage the users. The network bottleneck, performance descent brought by the overabundant connection of database and load balance of business process is solved effectively, and the response time of database and system security is improved.2.
