The Rapid development of economic has lead to the significant increase of socialconflicts,, more and more people have much more needs to the spiritual and cultural of thecommunity level. Because of the computers have spread to thousands of families, peoplecan get a large amount of information resources in the network. The public library is nolonger the only traceable to collect social resources to provide services. Borrowing andreturning books is no longer the simple demands for people to the library.. The onlineelectronic databases is enough for the users to make use of the required resources to stay athome. The public library is forced to make adjustments to meet the needs of the public,such as learning, leisure, entertainment, communication and so on. The concept of thelibrary " third space " is not just only a physical sense and objective aspects, but also aspecific cultural and social relations.
