With the rapid development of computer network and computer science, humanproduction activities are getting more and more attached to the aid of electronic computers.The application of computer and network makes education, commerce, office process intoa brand new information era. In order to improve working efficiency and enhancereconnaissance level, the Ministry of Public Security of China started the ’Golder ShieldProject’. The system designed in this paper, which is a information management system ofdetention facility produced by the Ministry of Public Security of Hubei Province, isaffiliated with the ’Golden Shiel Project’.This paper provides details on the design of Hubei Province Public Security Bureaudetention center information management system. Starting with the analysis of projectrequirements, concerning the business requirement, the existing hardware and networkinfrastructures, an appropriated solution is proposed--J2EE solution based on B/S mode.Then the system was designed according to the business requirements, including designsbased on Oracle9i database and designs based on J2EE application system. Details on thedatabase tables, its accessing operations, and designs on triggers and JAVA project basedon SSH frame were provided. The proper way to implement the system was introducedafter the design has been completed, focusing on the discussion of configurationframework. We also integrated the JBPM workflow into our system according to theactual business requirements. The implementation of foreground system and backgroundsystem and workflow was demonstrated in details with an example of a concrete business.The performance was discussed after the functional designs. Two levels of optimizationare proposed, the optimization on the level of JAVA code and the optimization on the levelof frame system, which involved various aspects from JAVA code, the settings of JAVAvirtual machine heap, the utilization of Session, the optimization of Hibernate to the optimization of database.A full test of the function and the performance of this system was conducted in theend, with a result perfectly meeting the expected demand. The drawbacks of this systemwas indicated as well as the directions to improve and enhance this systems and all theother similar systems.
