Global competitive telecommunications market to promote the technology ofOSS/BSS(Operation Support System/Business Support System) develop rapidly,and telecom operation support system plays an increasingly important role in thetelecommunications intensive management practices. As the giant telecom operators,China Telecom attaches great importance to the building of OSS/BSS systems.Business process management system as a good corporate management solutions toget the attention of China Telecom, and China Telecom established atelecommunications processes supporting system previously which being applyingin the telecommunications resources (network equipment) management. CurrentlyTelecom FTTX (Fiber-to-the-x optical fiber access) optical fiber networks buildingrapidly, and the increasing for FTTX optical fiber network system transformation isimminent, the development of optical fiber network resources needed to manage theconstruction of the optical fiber network resource replenishment process systems toimprove efficiency and simplify work.This thesis is supported by the analysis and research of telecom process supportsystem, business process workflow management system and their developmentstatus or implementation technology, this project using object-oriented technology,based on B/S architecture, uses webwork, Spring and Hibernate frameworks, andfreeMarker to build a optical fiber network resource replenishment processesmanagement system which under telecommunications processes supporting system.Also used axis2development framework to develop the system’s short messageinterface, used the birt reporting tool to generate reports, and used OsCacheframework to optimize system performance.This paper first analysis the needs about optical fiber network resourcereplenishment processes management system, then design system’s architecture andoptical fiber network resource replenishment processe. After system design andprocess design completed, then develop the system’s various functional modulessuch as process module, query module, operator management module, messagemodule and report module and these modules form a complete BPM system. Tomcatand Weblogic are selected as application server. System uses Oracle10g databasefor data management. System uses a SGFlowEngine process engine, which usingjava rmi technology to communicate with optical fiber network resourcereplenishment processes management system.After system development was completed and the functional testing and systemtesting were passed, the system has been successful on-line used in Shenzhen, Guangdong Telecom Telecom subsidiary. The system functions properly duringoperation with good stability, and meet the requirements of optical networkresources construction flow, query function, user management function, messagingfeatures function and reports function.
