From the ancient library building to modern public library, from never open to the public to open the door, from the old society to the new China, our libraries and library career experienced a long development process. After the founding of New China, our libraries and librarianship has undergone enormous changes, and made great achievements. It is often said that modern public library is a "no Besieged University", which indicates that people gradually realized the importance of libraries; library career has been more attention. From1949to the present, we compiled a total of twelve five-year plan, these programs pointed out the development direction of the libraries in China. In order to better understand the development process of our library career under the guidance, this paper decided to specifically study the library career in the twelve five-year plans.On the whole, this paper is divided into six parts. The first chapter is the introduction; the second chapter is twelve five-year plan in the library; Ⅲ, Ⅳ, Ⅴ describes the different stages of the library career; the sixth part is the conclusion.From the contents of each chapter, the first part summarizes the research on the subject at home and abroad; the second part clearly distinguish the policy of each five-year plan concerning the library; part Ⅲ, Ⅳ, Ⅴ is the focus of this paper, the three parts talk about the national planning and library career in the Modern Library rise period, stagnation period and development period, and summed up the characteristics of the various periods. The last part Ⅰ found its own law of development of each five-year plan about library career, as well as the achievements of library career and in the future we need to pay attention to where.
