Research On The Construction Of Public Library Service System In The Perspective Of The New Socialist Countryside Construction

Culture construction is an important content of the new socialist countryside cultureconstruction.We must adhere to the peasants’ cultural information demand as the startingpoint and improve their information demand satisfaction on multi-level various so that wecan cultivate and create new socialist farmers.Public library’s mission is to provide variousforms of knowledge information and cultural services to citizen,then meet their demand onlifelong education, decision-making, culture development and leisure entertainment.Fromthis aspect,in the construction of the new countryside culture,the development goal ofpublic library career is reconciled with the demand of the new countryside cultureconstruction,then focus on the rural areas to fulfil the peasants’ information needs.Over theyears the foundation of public library is continue to deepen,and the service system ofpublic library in our country have begun to have a clear outline.It gradually formed a4-level public library service framework that is centre to national library and subordinatewith provincial library,city library and county library.As the economy is the basis of theculture development, the above4-level service system is based on the unique urban andrural economic structure of our country, so the4-level service system is cut into two partswhile it supposed to be a single whole. The differences between the urban and rural areaare huge either on resources, services or on information exchange and sharing.Under thisoperation mode,the rural public library(county,town and village library) have someproblems for certain,such as the lack of public financial support,the document collectionof poor quality, service project a single and service ability weak.That led to the group ofpeasants’ ability on accessing to library service and information is far behind the urbancitizen.Thus, in the new situation of new countryside culture construction,the authordiscussed the library service system focus on the rural area.It not only widen the scope ofservice main body,but beyond the public library, separated from the public reader fromservice object,just focus on the farmer readers.This will help improve the ability of libraryservice rural farmers and the satisfaction of farmers’ information demand.What’s more,itwill make sure the farmers get the same quality library services with the urban citizen,andpromote the integration of urban and rural library service system.In the EleventhFive-Year period, the4-level public library system including all city libraries,region(county and city library) libraries, community and town(village) service spots inChangsha, Zhuzhou and Xiangtan district took the "primary service into society" as duty, tried to extend the commonweal service to the rural area.But the subject that worth tofurther explore when the public libraries in Changsha,Zhuzhou and Xiangtan districtservice the rural area is how to fundamentally resolve the "the Last Mile" problem byrelying on the "National Culture Information Resources Sharing Project" and its owninformation resources advantages that would send the information to the farmers.First,this paper start from the new countryside culture construction and emphasize theimportant significance of the public library service system’s establishment and perfectionto promote it.Then it analyzes the opportunities and challenges including: farmers needsdiversification,The low library service supply capacity and marginal risk during theconstruction of new countryside culture from two aspects of policy feedback and peasantsculture active consciousness.Second,it take Jiaxing mode, Tianjing mode,Chengdu"G-B-D" mode and Xining city in Qinghai province as examples to discuss thesuccessful experience of the countryside oriented services in East, Central and West regionin our country.Based on the experience, it researchs the public libraries’ countrysideoriented services in Chang-Zhu-Tan district of central area by all means of field research,questionnaire survey and network research.Through the interpretation of the inductivemethod, this paper discusses the public libraries of Chang-Zhu-Tan district’s presentsituation that is facing of weak Service foundation, service unequality between urban andrural residents and imperfection of library service systemaltization.Finally it discusses theframework of service system from the elements and puts forward the countermeasures inview of its total branch libraries service mode and security system.
