With the implementation of the strategy that developing the country by relyingon science and education and the deepening of the reform of education system, highereducation in China has been growing by leaps and bounds development. In thissituation, various universities increase the amount of investment in fixed assets inorder to improve the teaching quality, so the assets property scale expanding year byyear. But at present,there are many problems of the asset management in domesticcolleges and universities,such as the managing process is not smooth, the mechanismis not sound, the managing foundation work is weak, the investment of assets is blindand repeated, and so on.In addition, in terms of the management style, now quite a large part of collegein our country still stays in a half artificial way of working condition on their assetsmanagement, by which efficiency is very low. Or their use is single system which notcompatible with each other between departments, and thus they have great difficultyand workload in asset management. Some universities despite bringing in the B/S andC/S structure of asset management platform, but the platform not only can hardlyrealize the work deal between school teachers and students and functions betweendepartments, functions and implementation services and business synergy betweenfunctional departments, some even can not realize the data consistency and work dealbetween the functional departments, the assets data managed by functionaldepartments and the data that the school teachers and students queried are notconsistent with the fact ones, even there has a big difference, the management is verychaotic. The condition of assets prematurely abandoned, lost, and so on happens fromtime to time. With the continuous development of information technology and theincrease of the amount of business data, a system with single function or dispersedsystem accompanied with manual labor is hard to meet the needs of the state-ownedassets supervision and administration work.This article studies the combination of C/S (Client/Server) architecture and theB/S(Browser/Server)architecture and designs an integrated management platform for the university asset-management arm of assets and the laboratories. This platform hasbeen designed using multiple technologies,such as WPF(Windows PresentationFoundation) Silverlight WCF(Windows Communication Foundation) service etc.Bythe combination of a variety of techniques this article realizes a comprehensivebusiness office platform which shields the technical difference,and provides a fastefficient service mode for university daily asset management.The platform can solvethe problem of confusion and low efficiency in current university assetmanagement,making the fixed asset management to a new level of technicalizationand informationize.Through the system, advanced information technology can be applied to theeveryday real estate asset management work, then solve the status of current collegeassets management confusion, inefficiency, and make the management level of fixedassets into a new stage on science and technology informationization. morehumanized and more reasonable management concept that the system proposed andthe function that the system can achieved can provide a very good applicationdemonstration to the colleges and universities about their house property and assetmanangement, and contribute to the improvement of colleges’ job on the managementof fixed assets.
