“The National People’s Congress” and “the Chinese People’s PoliticalConsultative Conference”, called “two sessions” for short, are regarded as the crucialstandards of socialistic politics with Chinese characteristics. With the development ofsociety, and the charge of the times’ themes, the institution and operation of “twosessions” also have changed and media’s reports of “two sessions” also changes withit. These are not only the reflection of journalistic development, but also the reflectionof our country’s social changes. Since policy of reform and opening-up enacted, thereformation of our country’s political and economic system have deepenedincreasingly.“Two sessions” are very important for our country’s construction anddevelopment and also decide the direction of social development as well as boost thereformation of our country’s future to a certain extent.The paper choose the report about “two sessions” from People’s Daily as anexample, and choose the news which reported after the reform and opening-up, suchas in1979,1983,1988,1993,1998,2003,2008and2012, as research objects. Throughthe related concept and analysis methods about the theory of introducing utterance toclarify the version’s features and changes of reports about “two sessions”. Also thispaper explains the interactional dialectical relationship between the reports about “twosessions”’ development and social changes particularly on that basis. We employFairclough’s discourse analysis method “Text-Discourse-Social”. The text analysismainly analyses the changes of vocabulary and text structure. Discourse analysis doessome analyzing about agenda setting of “two sessions”’ reports and service conditionof quotation. These two parts pay attention to quantitative measures and describe thediachronic changes of news discourse about “two sessions”. Social analysis mainlydiscusses socio-cultural conditions behind new features and new changes which appear after the reports about “two sessions”. On one hand this is the agent of changesabout “two sessions”’ news discourse. On the other hand “two sessions” describe thechanges of our society. This is the two-way interactive process. The reflections ofsocial change are discusses in economy, politics, medium and the public. Since policyof reform and opening-up enacted, the reform of the economic system, the furtherdevelopment of democratic politics, the reform and innovation of medium, and theawakening of democratic and subject awareness boost the reports about “twosessions” reform and improve continuously.
