Emerged in the early twentieth, the city mobile TV has sharp differences between the traditional TV on the cooperation and management. The pioneers have to face with the complicated environment and to explore the model of cooperation, while shorting in the theoretical research. Therefore, the theoretical and practical studies on city mobile TV are all in short.This paper takes a all-round analysis of the establishment、development as well as the operation of Hangzhou mobile TV, and combines with that of the correlated domestic cities’. At the same time, after giving a detailed discussion and analysis of the environment、advantages、competitors and the industry structure of city mobile TV, paper comes out with a suggestion of city mobile TV’s development strategy.Combining the quantitative and quanlitative strategy, and applying the competitive strategy of Michael Porter, the PEST analysis of project management and SWOT, this paper gives a detailed analysis of the current environment basic condition、competitive strategy and main compatitors. Besides, suggestions this paper offered, which covers the aspects of brand establishment、content development、 technical innovation and resource sharing, are of great value during the development of city mobile TV.
