In this information age, human resource is the key to improve the innovationcapability and overall competitiveness of a enterprise, as a result, how to inspire theenthusiasm, responsibility and creativity of talents and how to attract and retain talentsbecome the key factor to the operation of a enterprise, so talent is one of the mostimportant asset. With the continuous improvement of our company’s managementconcept and management level, the personnel management system is highly demanded.To small IT industry-oriented enterprises, a personnel management informationsystem is also needed, but some of the mature system is too large, and the cost is toohigh, so it is not suitable for small enterprises that just starting out. This paper is basedon this demand, it developed a personnel management system suitable for this kind ofenterprise, in order to improve the management efficiency.Personnel Management System is the foundation of human resources management,the subsystem is an essential part of its management system. It manages the basicinformation of whole staff and personnel changes and so on. Personnel ManagementSystem makes almost all the personnel management and related data (such as thedepartments’ information, employee information, employee education information, etc.)together, which can form an integrated information source.This paper explains the personnel management system design, development andimplementation process detailed. This system is designed on users and developed on theJ2EE platform that provides multiplayer distributed application model, component reuse,consistent safe model and flexible affairs controlling and will greatly meet PersonnelManagement System requirements. In addition, personnel management system usestoday’s popular STRUTS framework, which is called MVC model.The architecture of Personnel Management System is in line with the idea of thesoftware system stratification. It is divided into three tiers according to logics: UserService Layer, Business Logic Layer, and Data Access Layer. Three-tier system regardsbusiness rules, data access and legitimacy checks as the middle of the process. This system will have a good decoupling of the project structure, which is more clear, withmore clear division of labor and convenient to the maintenance and upgrading.In this paper, the personnel management system includes: employee basicinformation management, employee education information management, personnelchanges records management, departments information management and systemsmanagement. It is a complete personnel management system through designing, codingand implementation. The system has a user-friendly interface and convenientinformation searching function.
