In the modern information battle, the maximized information superiority hasbecome the important guaranty for winning a war. A reliable network system plays avital role in obtaining the information superiority, and the concept of Network CentricWarfare indicates the increasing importance of network communication system inwarfare. It is necessary to evaluate the network effectiveness accurately in order tomaintain the efficient operation of the network system. The effectiveness evaluationdepends on the performance indexes while being different from traditional performanceevaluation. The effectiveness refers to the service capabilities or the satisfaction degreeof demand, paying more attention to subjective factors from the perspective of the user.In the traditional performance evaluation, series of complex analysis of manyindexes are needed in order to get the running status of network, and even so, the statuscan’t be understood intuitively. The effectiveness evaluation model presented in thepaper takes multiple indexes into account, and present the network effectivenessintuitively, which can provide reference for developing solutions for constructingnetworks.The studies and contributions of the thesis are as follows:Firstly, the indexes are summarized and the index architecture is established. Aproper algorithm is adopted for those indexes whose measured value can’t be attaineddirectly.Secondly, the index weights are allocated, which include the basic index weightsand the extended index weights. The basic index weights represent its impact on thesystem effectiveness. Then amend the basic index weights according to the evaluationstrictness to get the extended index weights, which can reflect the subjective factors ofusers.In the computation of the extended index weights, the Minimum Variance Model isproposed referring to the Maximum Entropy Model, thus reduces the computationalcomplexity.Then, the method of transforming all kinds of index measured values into a same format is researched. The thesis point out the difference in index measured values,including difference in dimension, data range and directivity, which make it difficult tosynthesize all of them into an effectiveness value, and the utility function method isused to solve the problem, which turns the measured value into the utility value. Also,the paper comes up with the principles of constructing or selecting utility functions.Afterwards, different utility functions are classified, followed by an example ofconstructing a utility function according to a given demand.In the following part, we discuss the synthetic model used to synthesize the utilityvalue of multiple indexes into an effectiveness value. Two problems of the existingmodel are raised, and put forward a new hybrid synthetic model to solve the problems.At last, simulations are designed to verify that the model can show the changingtrends of network effectiveness under the influence of various effects such as Load,Protocol Parameters, Link quality, Jammers, thus the validity of the evaluation model isverified.
