Effectiveness evaluation is a substantial field of constellation satellite communication system research, and often applies to projects optimization as well as tactical and technical measurements argumentation. Research on effectiveness evaluation methods is an important component of constellation satellite communication system effectiveness evaluation, providing a base for effectiveness evaluation. The paper aims to explore evaluation methods that are fit for constellation satellite communication system effectiveness evaluation, and proves the robustness and reliability of them.The paper analyzes the structure, missions and functions of constellation satellite communication system, and constructs the measurement architecture of constellation satellite communication system effectiveness evaluation. The study of evaluation methods that are fit for constellation satellite communication system is a central question in the paper. We have put forward a new evaluation method, Requirement-Focused Thinking (RFT), based on the research of the relationship between the requirements analysis and effectiveness evaluation. RFT is used for constellation satellite communication system.The paper introduces group decision-making in AHP method. In order to overcome the difficulties in determining the weights about experts, a new AHP group decision-making method is addressed, based on the interval estimation theory and interval AHP.Finally, the paper applies AHP-FCE and RFT methods to evaluate the coverage effectiveness of three constellation projects and come to almost the same conclusions, which have nicely proved the reliability of these conclusions. Through the sensitivity analysis, we point out the advantages and disadvantages of the three constellation projects. These conclusions are valuable references to the optimization for constellation projects.
