With the rapid development of information technology, many industries are continued using informational management tools and institutions also have this kind of needs. Human Resource Management System is one of the first to achieve this goal. Most enterprises need to manage human resource whether it is large or not.According to the type of human resource, we assess salary, attendance, performance and etc. For the growth of global population, the expansion of departmental business, the scale of business and the size of staff, the pressure of human resource department and the workload are all growing. In recent years, with the introduction of ERP system, personnel management system evolved into human resource management system gradually as the most important portion of ERP. In institutions, human resource planning is going on and difference with enterprise fundamentally. Therefore our organization combined the traditional management system and new need of current state.In computer systems, the importance of log becomes increasingly apparent. Logs can record the feature of various operations and their error message and trace system for security. For these reasons, most software is using log mechanism that was general log service but with its limitation. The function of log system seems simple but has different needs on architecture, function and performance. This paper designed a log management framework combined with human resource management system, analyzed technology that log management is needed, extracted characteristics of function structure of HRMS and implemented a log framework based on.NET that can improve the efficiency of management, strengthen the control, filter, outputs of record and guarantee the synchronous of output of log file.This paper analyzed the needs of human resource management of Cultural Bureau and introduced a solution of HRM and log framework. For various staff, the solution required a flexible architecture and suited for different environments. The development is focus on business layer which includes three layers that is foundation layer, HRM business layer, log management layer. The foundation layer is based on large-scale relational database. The business layer is oriented business logic. The log management layer manages record, control and implementation of log.
