The electric power communication network is the network that serves for the power system, and it is closely related with daily operations of power system as neural network. The power communication network must have superior reliability because that its business of the communications have the characteristics of real-time, reliability, and security. Whether the power system can work safety, steady, and quality is depend on the reliability of the power communication network. The reliability of electric power communication network not only can be used to evaluate the performance and management of the power grid, but also can be used to guide the development of electric power communication network planning. Firstly it needs to make a scientific and reasonable standard to guide to evaluate the reliability if we want to know about the reliability of power communication network. This dissertation established reliability evaluation procedure based on the request of power communication department, and it can provide an important basis for evaluating the reliability.The reliability assessment for electric power communication network system is proposed mainly against complex assessment indicators statistics, various assessment methods, artificial the calculation cumbersome and heavy workload and other issues raised when the reliability is evaluated. This dissertation analyzes the research of the power communication network reliability assessment, introducing the developing of electric power communication network reliability evaluation procedures and the research of reliability evaluation.then, illustrates in detail how to design and implement the reliability assessment for electric power communication network system. The system uses the C/S model through the analysis of the demand on the power grid company, and it is suitable for evaluating the reliability of power communication network to the power grid company. Advanced application development technology at present is adopted to realize the system. First, the basic data import is implemented with report forms come from different department. Second, choose different modes of assessment. Finally, the reliability will be statistic and analysis multi-dimensional, comprehensively, discussing the reliable basis for the maintenance and development of the electric power communications network planningThe instance test analysis show that the results given by the reliability assessment for electric power communication network system can guide the power communication department running and scheduling staff analysis of the communication network, founding timely defects and weaknesses in power communication network, avoiding severe power outages, and making sure that power communication network can operate securely and stably.
