Smart Grid is the latest trends in the development of the electric power system reform, which covers the study of generation, transmission, transformation, distribution and scheduling. Power communication network is an important part of a strong smart grid. And the county power communication network is the important foundation of promoting the rural network of intelligent building and safeguarding grid production, operation, management and supply services. At present, to meet the actual needs, power communication facilities are constructed dispersed. As a result, distribution and utilization communication network has not formed unified planning, construction and management, power communication infrastructure resources has not been used effectively. The disunified network architecture and the development of large-scale can not provide effective technical support for distribution automation and information collection, which seriously restricts the development of strong and smart distribution grid.High voltage distribution backbone communication network, communication network of low and mediun voltage distribution access network and service network of Shenbei New Area power supply branch is analized in detail. And fully studied its existing problems, found that coverage of optical communications has been achieved in the high voltage distribution network backbone communication network and fiber optical ring network has been formed. However, the lack of rational and unified planning of architecture and key technologies in low voltage distribution, the initial research stage becomes the bottleneck of Shenbei New District domain of electric power communication network development, restricts the application of smart distribution and utilization service.On the basis of it, the different service needs of high voltage distribution network backbone communication network, low-voltage distribution access network and service network is predicted. Moreover, several techniques of distribution and utilization communication is contrasted. Differential networking scheme is proposed according to different application scenarios, which provides reference for the construction of the the county power communication network.
