With the wide application of the third-generation digital communication (3G) technology,3G has brought us the true sense of mobile wireless broadband network, So that the mobileterminal is not just a communication network,it also became an internet terminal.Communication capabilities and data services support capabilities of3G network have beengreatly enhanced, So mobile video communication bearer environment has been improved.The arrival of3G will break through the bottleneck of the wireless video monitoringbandwidth, up to tens of MHZ broadband will provide stronger support for wireless videosurveillance.Thus,3G priming and rapid development will greatly promote the securitymonitoring development from the original PC side of the cable video surveillance to wirelessvideo surveillance of an intelligent terminal, and through the mobile phone to realize remotevideo monitoring will become the mainstream of network video surveillance.At the same timewith the3G technology mature, the introduction of mobile streaming media technology in themobile value-added services has become a a worldwide mobile hotspot.Mobile streamingmedia business is the application of treaming media technology in mobile networks andterminals,which provides audio and video streaming services for mobile terminals。With the rapid development of smart phones,Android system has been quicklyrecognized by the industry and the community because of its openness, easy to use,and leadsthe current technology trend.In this context, this paper designed a video surveillance clientbased on the Android platform, and the video surveillance client is based on the form ofmobile streaming media. Video surveillance server in the for of RTP packet sends real timevideo streaming to network,Client of this article receives,caches packets from videosurveillance server,finally sends those decoded video datas to be displayed on the phone.thestreaming characteristic of playing while receiving as much as possible achieves the purposeof real-time monitoring on the Android phone.At the same time the client has alsoimplemented a simple control on the monitor screen as well as capture and playbackfunctionality.
