With the "scope of the Internet plus" concept and the popularity of mobile devices,more and more enterprises begin to pay attention to mobile video surveillancetechnology,mobile video surveillance business is booming.In this paper, we design and implement a mobile video surveillance system solution.Android mobile phone as the acquisition terminal,the collected data were coded by H.264 and RTP protocol,then the UDP protocol is used to send packets to the streaming media server in the form of streaming,customers can watch live through the phone and PC page.Acquisition side using Android SDK interface to collect video MediaRcorder,and the H.264 coding is performed by the way of hard coding,it has the advantages of high efficiency, less resource consumption and so on.The data collected before the transmission of RTP packets to ensure the reliability of video data transmission in the network.Using Wowza Media Server as streaming media server,it can be a good support for HLS and the implementation of the protocol conversion function,the user can play the side buffer while playing video playback, which greatly improves the user experience.A mobile video surveillance system based on Android as the center,the paper is divided into three modules: Android client, Web client and server.the paper introduces the design and implementation of each module in detail through the system structure diagram,software flow chart and system core code.The test results show that the mobile video surveillance system based on Andorid can operate well and has been put into practical application.
