On May9,2007, the state council executive meeting examined and approved the\"aboutestablishing and perfecting the ordinary undergraduate course colleges and universities,higher vocational schools and secondary vocational school’s opinions on family economydifficulty student aid policy system, has been clear about the establishing and perfecting thesecondary vocational school students, the significance of aid policy, to achieve the goals,fund of the basic principles, main content and major measures. In June2007, the ministry offinance, the ministry of education in order to strengthen the management of the nationalfinancial aid for secondary vocational school, to ensure smooth implementation of the fundedwork, jointly issued "interim measures for secondary vocational schools national grantsmanagement", the decision from the2007fall semester started formal implementation of thesecondary vocational school national financial aid system in the country. In2010, the statecouncil enacted the national medium and long-term education reform and development planoutline (2010-2020)", to further establish and improve the funding system, includingsecondary vocational school students, put forward specific requirements, pointed out thedirection.State grants the purpose is to let those who can’t afford to school due to family economicdifficulties students complete their studies smoothly and establish life subsidies. Secondaryvocational school students, the implementation of the national financial aid policy to promotethe education fair, improve the whole society to the understanding of the important strategicposition and role of vocational education, enhance the attractiveness of vocational education,make vocational education truly geared to the needs of everyone, geared to the needs ofsociety, so as to guide more teenagers accept vocational education. From2007to2011, thenational ordinary institutions of higher education, secondary vocational education andordinary high school education and the compulsory education stage aid-receiving studentsaccumulated up to340million person-time, financing amount totaled352.617billion yuan,the historic breakthrough in the student financial assistance.It should be said that such a policy from design to come on stage, is the national macroeconomic regulation and control methods are used to solve the secondary vocationaleducation for some time that the difficulties faced by a strong measures. As a secondaryschool teacher, I witnessed the secondary vocational schools in falling unprecedentedbrilliance to the quality of education as a whole, to the secondary vocational school studentsdifficult employment, difficult to recruit students, the majority of students and parents tovocational education gradually lose confidence in the painful changes. Since2006, I was inschool to be responsible for daily work of student financial assistance management, therefore,the secondary vocational students student grants to issue some problems and phenomenaproduced in the process of thinking, how to ensure that national aid policy in place? How toensure that national funding used correctly? How to ensure that every family economicdifficulties students should help to do help and a series of problems. We can not deny the factthat every policy has its positive on the one hand, but in the implementation of the new policyis full of contradictions, there will be problems, problems are related studies are needed tosolve. Therefore, the author thinks that careful analysis to implement financial aid policysince the current situation of secondary vocational school students, for improving thesecondary vocational school student financial assistance system is very necessary.This article mainly from the school and the city within the scope of national grantsdistribution mainly discuss from the secondary vocational school, secondary vocationalschools in China in recent years is expounded the development history of national financialaid policy, problems, and the related countermeasures. There are both theoretical significanceand practical significance. By reading a large number of literature, I find funding policy inrecent years in China, the main also stay in ordinary colleges and universities and the level ofhigher vocational colleges, and involved in secondary vocational schools national grantpolicy research is almost blank, foreign study of secondary vocational school aid policy isless. In this paper, we study both of the entire study is conducive to China’s education fundingsystem, enrich the research results; Also conducive to the development of secondaryvocational school of systematic, standardized and institutionalized theory is perfect.Secondary vocational schools in China since the2007fall semester practice since the nationalfinancial aid policy, in order to ensure that national aid money timely, full specified amount, extend the specification, the central and local levels, education, finance and other relevantdepartments of audit set up special funds supervision system, credit fund settlement systemand a series of supervision and inspection mechanism, guarantee the safety of state funds. Insee results at the same time, we should also face up to the emerging issues in the process ofsecondary vocational fellowships to issue, such as higher capital can’t arrive on time forleading to "extend by the month" lost grants mainly "subsistence allowances" this purpose;Student status management confusion caused by the financial aid application and issuing ofloopholes, diddle state grants and so on. The summarize experience and lessons, and for thesecondary vocational school national financial aid policy laid the foundation of scientificdevelopment.
