Research On Funding Problems Of National Grants In Secondary Vocational Education

To promote education and social equality,help students from poor families accomplish school,expand enrollment of secondary vocational education,and accelerate and high-skilled talents for the development of economy and society.The government issued a series of funding policies for secondary vocational education.In May,2007,the State Council of China established Suggestions of Establishing a Sound System of Funding Students from Poor Families in Higher Vocational Education and Secondary Vocational Education.Though new funding policy has been applied nationwide since the fall of 2007,there exist some problems in the process of carrying out funding policies in secondary vocational school.Based on the status quo of national grants in secondary vocational school S,the author explores some problems occurred in the process of implementation of national grants policy in secondary vocational school through researches and interviews,such as inaccuracy of identifying impoverished students who are non-agricultural majors,lack of science and equality in assessment,uneven distribution of places,stress of material support ignorance of psychic support,insufficient publicity of funding policies,insufficient of class advister,and only lay emphasis on the national financial aid distribution before the selection,do not lay emphasis on the state financial aid to release the regulation.Accordance with the existing problems,the author suggests to establish the system of identifying impoverished students who are non-agricultural majors,standardize the procedures and measures of selection,strengthen management of instructors,morality education of students,and policy advocacy,strengthen the supervision and play an effective role of the teacher in charge of a class,establish appropriate feedback system and supervise mechanism,reasonable use of fund places.
