The Research Of Chinese Grants Policy Compares With Pell Grants

Education is an important part of a country's development.Most countries view it as one vital foundation of state construction.As the education giant,china has taken education seriously since ancient times.Becuase of historical factor,every area has different economy level.Thus,education level gap exists in these areas obviously.However,with the continuous development of social economy,this imbalance should be broken.At present,one serious problem china facing is: the economy gap resulted in a great number of needy family students.Compare with univerties,vocational institutes' students from poor families accounts for larger proportion.Fees of vocational institutes are higher than in univerties.To poor family students,it's a real heavy burden.Another large country,Ameirca,also takes education as a very important section.It has a variety of ways to help needy students.According to Higher Education Law,every one has right of study,and this right is a part of the law.For poor family students,the most important and effective item is Title ?,also named Pell Grants.Profiting from Pell Grants,numberous needy students could accomplish their study.Pell Grants is the most significant students financail aid in America.This study compares American Pell Grants with Chinese Grants,and analysises the difference from policy-making,carry out and resuilt to advise improving points of Chinese Grants.Ameircan community college and Chinese vocational institutes' orientation and students consititution are similar,so this thesis takes them as example to study student grants' difference between two countries.At fist,enumerates American Pell Grants' history and funding status to analysises policy' future trends.Then analysises Chinese Grants' status and effects from it' s improving history and the investigation in one of Sichuan's vocantional insitutes.During this progress,I found that American Pell Grant better than Chinese Student Grant.Thus,compares Pell Grants with Chinese Grants in policy effect,and concludes differences of policy-making,policy implementation and plicy surveillance,anaylsises deficiencies of Chinese Student Grants.At last,combining summary with China current social economy development to give own opinion for Chinese Grants policy's future trend.
