Education is the cornerstone in the social,political and economical development of our country,and it is an important means to improve the comprehensive national strength of a country.As an important part of the education system,vocational education undertakes the burden of cultivating skilled talents for our society.Among the vocational education system,secondary vocational education is responsible for the cultivation of primary skilled talents for our society.Today,China is in a critical period of economic transformation,and the talent structure urgently needs to be adjusted.The present situation makes the healthy development of vocational education particularly even more important.In order to speed up the development of secondary vocational education,the state has adopted a series of financial aid measures,and state grants policy for secondary vocational education is one of the important measures.As a policy to benefit people’s livelihood,the effective implementation of state grants policy for secondary vocational education will be related to the effective realization of educational equality.This paper takes Ganzhou city of Jiangxi Province as an example.The entire status of the implementation of state grants policy in secondary vocational education was learnt through the questionnaire survey on the students of secondary vocational school,and the interview on the head teacher and the person in charge of the school financial aid in the secondary vocational school,from the aspects of pre-publicity of the implementation of the policy,application,assessment,issuance,supervision,etc.in the medium-term and late effects,etc.Some major problems were found in the implementation of state grants policy in secondary vocational education,including inadequate publicity,single propaganda,implementer unacquainted with the operation,application materials which are difficult to distinguish whether genuine or fake,weakening principles of fairness and impartiality,delayed payments of grants,imperfect implementation of the role of policy surveillance,unhealthy psychology,like the reliance of some students,etc.In order to better solve these problems,this paper analyzed the causes of these problems from the aspects of the policy,the policy implementer,the policy implementation object and the policy implementation environment.Accordingly,the researcher put forward some suggestions to improve the implementation of state grants policy in secondary vocational education as follows: firstly,to improve the management in the implementation process of state grants policy;secondly,to strengthen the ideological education of the students who have got state grants;finally,to optimize the environment of the policy implementation.
