The graduate education system in America is the strongest in the world, whosesuccessful operation and development advances the whole society’s economicdevelopment, and improves the competitiveness of America in the world. Thespontaneous coordination mechanism of American graduate education developmentplays a key role in this development history. Therefore, based on the coordinatingroles played by graduate education development reports in America, the discussion onthis spontaneous coordination mechanism is essential in both theory and practice.This paper introduces the development history of American graduate education,and summarizes its development characteristics. This paper collects and analyzes alarge number of graduate education development reports, and dissects them fromthree functions, which represent as reflecting issues, predicting tendencies andanalyzing existing conditions. Likewise, different reports under different themes andperiods have aroused the attention of diverse stakeholders, which caused a great echoin the society. These reports have not only aroused the government’s high attention,but also inspired the society’s active participation, most importantly; they haveadvanced the education institutions’ innovation.In the realm of this spontaneous coordination mechanism, American graduateeducation development reports not only greatly contribute to the course of policyformation, following a pattern from bottom to top; but also strongly contribute to thecourse of policy performance, following a pattern from top to bottom. Thecombination of top-down and down-top patterns reflects the responsiveness andflexibility in American graduate education, and lays a solid foundation for thegraduate education to achieve the independent and ordered development.According to the analysis of features from spontaneous coordination mechanismof American education development, this paper could draw some conclusions andinspirations. Firstly, enhance democratic decision-making, and then open the channelspublic opinions; secondly, utilize propagandist tools, and then standardize relatedconsultation systems; thirdly, encourage independent innovation, and then payattention to the best practice effects; finally, ensure the quality of graduate education,then establish and improve supervision mechanism.
