Research On Mechanism Reform Of Graduate Education,The Graduate Education Student Loan Poverty

According to the Opinions of the Ministry of Education, the National Development and Reform Commission and the Ministry of Finance on Deepening the Reform of Postgraduate Education and the Opinions on Improving the Investment Mechanism of Postgraduates. The spirit of the document follows the law of the development of graduate education, and establishes a new graduate student reward system. According to the actual situation of the graduate student reward system, the school has established the reward system content: According to different types of scholarship distribution,most graduate students can get all or half of the tuition fees, and a small number of graduate students need to bear full fees. In addition to the establishment of the graduate scholarship, some graduate students can apply for the national student loan to ensure their studies. The implementation of graduate student reward system reform has broken the previous graduate student reward system, while graduate student program and graduate student loan policy has been improved and developed. This article aims to improve the graduate student loan policy, improve the graduate student reward system mechanism, and better help the loan graduate student groups to promote the education fair.The graduate student loan system of China is based on the undergraduate student loan system developed on the basis of the study of undergraduate student loans mainly concentrated in the college student loan operation guarantee mechanism, college student loan qualification, college student loans integrity propaganda, college student loans after loan management and other research. Graduate student loans in other countries mainly focus on the implementation of the national student loan policy status, national student loan policy issues and countermeasures research. There are few researches on graduate student loans in domestic and foreign countries. This paper mainly studies the loan system of undergraduates to improve the postgraduate student loan system to help the loan graduate students.Through the use of human capital theory and cost sharing theory, this study explores the operating mechanism of graduate student loan in the efficiency of postgraduate student loan policy, graduate student loan release, postgraduate student loan credit promotion,graduate student student loan graduation and the impact of graduate student loan on the implementation of the effect of graduate student loans on the impact of loan graduate students. This paper uses questionnaire method, in-depth interview to understand the efficiency and effect of the implementation of graduate student loan policy. The research finds out the shortcomings of the graduate student loan policy and analyzes the corresponding problems, hoping to provide the reference suggestions and the value for the postgraduate student loan policy under the reform of the graduate student cultivation mechanism.
