The essence of graduate education cost sharing is that education costs will be shared by the school, individual student or family, social enterprises and other subjects in the case of the state can not be able to finance all of them. Education funds investment is not only the first impetus and sustained driving force, but also a key factor that affects the level of higher education. Education funding shortage has become a common problem worldwide.China is a big country of education. Recent years, the scale of graduate education is rapidly expanding, and the shortage of education funds is becoming more evident. This paper is based on the reform of postgraduate training mechanism in 2008. The reform focuses on establishing long-term protection mechanism and internal incentive mechanism of the graduate education quality, implementing tutor responsibility system of scientific research knowledge innovation and technological innovation, inspiring active of schools, colleges, tutors and graduate students, strengthening the rights and obligations of mentors, developing and improving a new management system in favor of the independent innovation capability of graduate, therefore the training mechanism and grants mechanism is built up to help to boost passion for innovation and innovative practice of graduate, so that it can substantial increase in postgraduate study and living standards, promote the change of graduate education conception, and comprehensively improve the quality of graduate education to promote. So we can see that policies on cost sharing of graduate education reform mechanism don't cast off the previous framework, but change the awards system and the past pattern of "exams decide everything", which stimulates the enthusiasm of the students.In this foundation, the author analyzed the historical and present situation of cost sharing, meanwhile, surveyed or interviewed some of domestic representative schools, and found problems on the theory of human capital, education quasi-public goods theory and society and education equality theory.
