Innovative talents are indispensable for the development of a nation's politics, economy and society. It isn't an exaggerate that no talents, no drive for development. Innovative talents are the products of higher education, within which graduate education is the base for pooled ones with high quality.Based on analysis of history, status quo of our graduate education, it can be concluded that its development is determined by interaction of many factors. Nowadays, the graduate education has been seeking for intensive development, thus powerful policy support and diverse regulation measures are inevitable. Despite the scale enlargement, structure optimization, systematization promotion of the graduate education, there are also problems on managerial system, operation mechanism, education mode, international competition that can not be ignored. The education quality hasn't improved synchronously with its number increase.The function of graduate education in national innovative system building is out of question in the age of knowledge-based economy. There is indiscerptible relationship between innovation and graduate education. However, the lack of innovation is definitely a problem standing out for graduate education. This can be caused by several reasons: the separate research model of academy of sciences system and higher education system, short time of its systemization, partial understanding of its essential meaning, and deficiency in education concept, educating target and methods. The graduate education of our country is in its developing period of especially important since 1978 when graduate recruiting resumed. The conflicts between scale enlargement and individual training as well as systematical management and students' innovation have been intensified.The anticipation from society development to graduate education and the claim from itself of sound development together brought innovative plan of graduate education. The Ministry of Education and State Department Academic Degree Committee have implemented "The Project of Innovation in Graduate Education" since 2003. The plan proceeds with positive practice and exploration for the development of graduate education in fund input, project development, educating mode. It also provides useful notion and breakthrough for settling the conflicts, establishing a series of stable funding projects. The plan accelerates the reform of graduate training mechanism and input mechanism, making its future development clear.The positive development of graduate education needs policy support from the nation's department responsible for education as well as resource investment. It is more important that institutions for graduate work together with the government and actively promote it. The cooperative innovation among tutors, graduates and conditions as basic elements is absolutely necessary. With the aid of the F University, this article provides some references for the further development since its implementation for 5 years, as well as curriculum setting, discipline interactive educating, innovation atmosphere building. The author goes deep into the projects of "Innovative Project" for describing objectively its experience, achievements as well as problems and provides case analysis of open platform operation, follow-up funding support, tutor's role, students' independence, especially sustained development of the projects.
