Safety Management Of EPC Turnkey Model Based Projects

The EPC general contracting model for Construction project has the advantagesof integration. Application of the EPC model is helpful to enhanceing the marketcompetitiveness and the economic benefits and speed of the construction project. Themodel has been increasingly paid attention by relevant industry in our country. Usingthe basic theory of system safety management and consulting the relevant laws,regulations, standards and documents in construction of our countru, the paperanalyses the safety management system of construction project under theimplementation of EPC general contract model.The safety management of construction project under EPC general contractingmode can be divided into three stages, namely the early stage safety management,process safety management and later stage safety management. The Safetymanagement responsibilities, implementation mode, content and range of Safetymanagement for Constructors, general contractors, subcontractors and supervisorsduring three stage were analyzed systematically. The early stage safety managementmainly includes establishing safety management organs, making safety managementregime, setting up safety management objectives, defining the responsibilities ofsafety management. The process safety management mainly contains safety organenvironmental management, site safety environmental management, safetymanagement of personnel, safety management of equipments.
