With the increasing number and importance of general contracting projects,EPC project general contracting companies,which are the main modes for implementing China’s general contracting,are also faced with multi-project management challenges.In the process of construction and operation,the traditional EPC project organization structure gradually exposed problems such as lack of project management methods,resource conflicts,incompatibility of organizational structure and multi-project management system,and difficulty in coordination among internal parties.PMO is a mature management organization,based on multi-project theory which developed at the same time.The construction companies gradually realized the role of PMO in the process of enterprise project management,and began to try the enterprise project in the early 21stt century.In the management organization environment,PMO construction will be carried out to achieve enterprise-level project management.Therefore,it is an urgent problem for China’s construction enterprises to study the impact and role of PMO on the management level of EPC project contracting projects,and to formulate corresponding promotion strategies,carry out multi-project management and improve enterprise project management capabilities.The paper firstly combed the development process of the project management office,in-depth study of related documents and project examples,compared and analyzed the current situation of the organization and management of the EPC project general contracting project with the introduction of the PMO,demonstrated the advantages of the introduction of the PMO,which has promoted EPC project management maturity and the practical value,and the functional analysis of PMO,which laid the foundation for the identification of maturity indicators from the perspective of PMO functions.Secondly,in order to analyze and study the impact of PMO on the maturity of EPC project management,we use the maturity model to divide the dimensions of indicator identification,proceed from the process and management elements,and identify PMO-based EPC project general contracting project management maturity indicators combined with project management maturity influence mechanism,forming a list of indicators.According to the complex network theory,the PMO-based EPC project general contracting project management maturity network was constructed,and it was complemented and supplemented by expert interviews.Thirdly,using quantitative analysis method of structural equation model,through collecting data,model construction,fitting,testing,and correcting steps,the empirical model of the established maturity network theoretical model was performed,and the significant role and key indicators of PMO’s impact on the maturity of EPC project’s general contracting project management were extracted.Finally,based on the actual cases and literature data,according to the main PMO indicators that significantly affect the maturity of project management,select the lifting measures from the source,and build a PMO-based EPC project management maturity management strategy.From the perspective of introducing PMO,this paper deeply analyzes the impact of PMO on the management maturity of EPC project general contracting project.It aims to improve the maturity of EPC project management from source to point and provide reference for EPC general contracting project management personnel,has a certain theoretical and practical significance.
