Study On Government Emergency Capability Evaluation System Of Public Health Emergency

In the course of economic and social transition, it is inevitable to induce various unexpected affairs by different conflicts or problems. In all kinds of crisis affairs, public health emergency has been the urgent problem to be solved because of its frequency and negative impacts. So dealing with unexpected affairs in public health field efficiently and reducing or avoiding the harm, enhancing government response capability are one of the realistic problems resolved quickly by government.This thesis chooses government emergency capability and evaluation system in public health emergency as the researching object is to define the structure of government's emergency ability. Then it may offer the basis to meet an urgent need improving and upgrading of the work by pointing out the advantageous and the insufficient by measuring the government's emergency ability after given the weight. This thesis has five chapters. First, it explains the theory about public health emergency including meaning, characteristic, type, danger and crisis management theory foundation, then introduces the meaning of the government's emergency ability of public health emergency and its influence factors. Secondly, on the basis of analyzing to the inside and outside correlative literatures, according as the typical case, the government's emergency ability index is refined. What's more, according to the structural model of government's ability and indexes in many aspects such as social economic development, regional development and hygiene development, it constructs the government's emergency ability index system of the unexpected public health events with Delphi Method. The system is composed of four first indexes such as resource ensure, resource distribution, crisis deal with and deal with the aftermath, fifteen second indexes and fifty-four tertiary indexes. Finally, through questionnaire investigation and applying of Analytic Hierarchy Process, the government's emergency ability index weight is endowed. Then it measures the government's emergency ability synthetically through illustrating. The method and conclusion has offers the theoretical foundation for the fact that the improvement of the emergency ability of the public health emergency.
